Guan by-election! EC should be commended - Ambassador Ayikoi Otoo


Is the controversy being generated over the creation of a constituency in the newly created District of Guan in the Volta Region necessary at this stage when parliament is on recess?

Registered voters only vote in Constituencies where they registered but in Presidential elections the whole country is one Constituency. So even if those registered voters cannot elect a Parliamentary candidate they can still be allowed to elect a President.That act should rather be commended instead of being condemned.

In my opinion,a Constituency must be created before those who opt to vote there get registered.

An Instrument must be laid before parliament in order to create the constituency and a voters register would have to be compiled and exhibited.

The law which created the existing 275 Constituencies must be amended to increase the number to 276.

The political parties must organize primaries to select parliamentary candidates. Those who want to contest as independents can also do so.

So until the creation, the compilation of a voters register for that Constituency and amendments and the selection of candidates take place,how can the EC organize  elections before January 7th 2021.

Where will the Constitutional Instruments prepared by the EC be laid and when will they mature knowing that constitutionally they require  21 sitting days and yet parliament is on recess?

So why call on EC to organize elections when there is no Constituency lawfully created?Let’s thread cautiously in the interest of peace and for the stability of this nation.

In the fullness of time all will be satisfied.
